STEP 2: PROJECT FACILITATION COMMITTEE EVALUATION
: PFC evaluates the Project Proposal for weaknesses
: if no weaknesses are found, then the PFC dispenses the funds for the project
: if weaknesses are found, then the PFC will recommend ways to strengthen the the Project Proposal
: if a disagreement ensues between PFC evaluation and producer evaluation of the Project Proposal, then the producer can pursue production via the Articles set forth in this Membership Agreement
